Depending on the country of intent most documents that are intended to be used in a foreign country have to get an Apostille certificate or Legalization certificate. Without either certificate, your document would not be considered acceptable. After being authenticated by the SOS (Secretary of State), the documents will require further processing at the federal level and/or may need to be presented to consulates and/or embassies of the country of intent.
